Main Contract Detail
Bank of England
Banknote supply and services contract
22430000 - Banknotes
42900000 - Miscellaneous general and special-purpose machinery
50530000 - Repair and maintenance services of machinery

The contracting authority is responsible for ensuring security and continuity of the supply of high quality banknotes. The authority wants to enter into a contract for the supply of banknotes to be printed on its machinery at its premises at Debden in Essex. The supplier will be expected to manage all aspects of banknote production from sourcing many of the banknote components through to single note inspection of finished banknotes.   The authority places significant importance on the supplier meeting its technical specifications for banknotes and implementing robust quality management processes. The contract will also provide for the introduction of new banknote designs during the course of the contract.  There are currently around 200 staff at Debden involved in the printing of the authority’s banknotes.  The authority expects that TUPE will apply to these staff and that they will therefore transfer to the new supplier.  The successful bidder will be required to ensure printing machinery at the premises continues to be fit for purpose and this requirement will involve replacement and/or refurbishment of most of the printing machinery.  The supplier will also be expected to maintain the machinery through the lifetime of the contract. The contract will include facilities maintenance and other property related services required at the premises.

The authority continues to review new security features, including the potential for alternative banknote substrates.  The successful bidder would need to accommodate any change of features or substrate that might be required during the contract (and potentially this could be from the start of the contract).

In contingency scenarios, where the Debden site becomes inoperable, the authority may require its banknotes to be printed at the supplier’s own printing works or an alternative site approved by the authority.
